Abstrak

The agricultural sector is one of the main pillars of the Indonesian economy, playing an important
role in food supply, employment, and rural economic development. However, in recent years,
farmers have faced various challenges, one of which is due to rice import policies and globalization
that affect the stability of local rice prices. This study aims to understand farmers' perceptions of
rice import policies and the impact of globalization on local rice prices in Tumpatan Nibung Village,
Batang Kuis District, Deli Serdang Regency. The study uses a qualitative approach with a case
study method, with data collection techniques through in-depth interviews and field observations of
active farmers and farmer group leaders. The results show that most farmers have a negative
perception of rice import policies, as they have caused the price of unhusked rice to fall from IDR
8,300 to IDR 6,800 per kilogram, thereby reducing their income. Globalization has also increased
unfair competition between small farmers and large producers. However, some young farmers have
begun to adapt through digital marketing. This study emphasizes the need for policies that are more
favorable to farmers through strengthening the basic price of unhusked rice, restricting imports
during the harvest season, and providing digital marketing training to improve the welfare and
competitiveness of local farmers.
